Almost 400 homes approved at Harrowgate Lane as Avant Homes wins go ahead in Stockton
Stockton Council's planning committee has approved three linked applications from Avant Homes North East that together deliver 394 homes at Tithebarns Fields near Harrowgate Lane, Bishopsgarth.
The decision, made at a meeting on Wednesday 9 September, covers a 13 hectare site forming part of the West Stockton Sustainable Urban Extension, a strategic housing allocation in the council's Local Plan. Outline permission for up to 340 homes was already in place, and the detailed plans had been deferred in March last year pending further information.
What was approved
The three approvals break down into reserved matters for 230 homes across phases one to three, reserved matters for 110 homes in phases four and five, and full planning permission for a further 54 homes. All three were passed by an 11 to one vote.
The council received 33 letters of objection across the applications, raising concerns about traffic congestion, road safety, pressure on GP surgeries, schools and other services, and the loss of greenfield land. Planning officers recommended approval, telling members the homes could be accommodated without unacceptable impacts and that consent would allow a key strategic site to come forward.
Traffic around Yarm Back Lane and Harrowgate Lane was a recurring theme. Principal highways engineer Martin Parker told the committee that initial junction works linked to the urban extension had started, with the main scheme expected to begin within the next six months once funding is in place.
The same week, Redcar and Cleveland Council's regulatory committee granted Gleeson Regeneration permission for 87 homes on farmland south of Alford Road in Brotton, East Cleveland. That scheme will deliver 14 two bedroom, 50 three bedroom and 23 four bedroom properties on land allocated in the Local Plan, which identifies the wider area as suitable for up to 270 homes by 2032.
What it means for local trades
Taken together, the two decisions put close to 500 new homes into the regional pipeline in a single week. The Harrowgate Lane site is the bigger prize: a phased 394 home scheme means years of sequential work rather than one contract, from initial groundworks and drainage through to roads, foundations, frames, roofs and final landscaping.
Housebuilders of this size run much of the build through regional subcontract packages. Stockton based building contractors, roofing firms and groundworkers should be watching for Avant's supply chain and phasing announcements, because the earliest packages on a site like this tend to be let well before the first show home opens.
The supporting infrastructure matters too. Junction improvements on Yarm Back Lane, new estate roads, public open space and sustainable drainage all bring civils and landscaping work alongside the housing itself, and the committee's conditions require construction management plans for each phase before work can start.
